The Bengals have spent some handsome money in free agency in hopes that this can be the year that will turn their franchise around. They own the #1 overall pick and are expected to take LSU standout Joe Burrow.
If nothing changes, they will have impact free agents and a new franchise quarterback going into the 2020 season.

Bringing back AJ Green to give Joe Burrow a veteran #1 wide receiver is an exponential move not only to win, but to aid Joe Burrow’s transition into the league.
He didn’t play last season due to injury, but as of now, is slated to play week 1 of the 2020 season. If all goes well, expect this to be a dynamic duo.
The rest of their key signings are all secondary signings and next season, they have the most revamped secondary in the NFL. Waynes and Alexander will sure up the cornerback position and Bell brings some maturity to the secondary.
2020 Cincinnati Bengals Predictions: Off Season Analysis
They had a successful off season to this point, through and through. They did their job in free agency, but still have plenty of work to do in the draft.
If they draft Joe Burrow and maybe get Burrow another target other than Green and Tyler Boyd, this team will be greatly improved. Joe Mixon should have a much better season than last year as there will be more to key on in the Bengals offense than just him.
A question that many seem to be ignoring is the looming presence of Andy Dalton. The Bengals have expressed interest in trading him, but his contract scares suitors away.
If they are forced to keep him, is there a chance Burrow will sit behind him for the first few weeks like Jared Goff did with Sam Bradford?

I think the Bengals will be greatly improved, but still far away from a playoff position. Unless they make a few offseason moves like you read about, I think they will enter the average echelon in the NFL.
