Their lone victory came in the opener, a 53-20 win over Portland State, before consecutive losses to UCLA and James Madison.
San Diego State needs a road response, but Toledo suddenly looks comfortable playing with the accelerator down.
Toledo is 2-1 and has won two straight at the Glass Bowl. The Rockets hammered Central Connecticut State 63-10 before pulling off a wild 49-48 OT comeback against Temple.
Their only loss came at Michigan State, where Toledo fell 30-20 in the opener.
