How does a team get high draft choices year after year, and still find a way to lose 72 games over 6 seasons?The Raiders have written the book on the subject. Coach Tom Cable is the latest coach with the job of straightening out this franchise while answering daily phone calls from owner/GM Al Davis.
Cable has some tools. The returning defense isn’t bad, 75 percent of the AFC West is in rebuilding mode and the out-of-division schedule is not too taxing. 
Darren McFadden had a solid rookie season (499 yards on 113 carries and 4 TDs), but for some reason Cable often turned to Justin Fargas late in the season.
Davis loves the passing game, but QB JaMarcas Russell hasn’t yet sealed the deal as he enters his third season, and first-round draft choice Darrius Heyward-Bey is already dealing with hamstring issues.
Russell is a particular concern after reports that he has blown off extra practice sessions that he himself scheduled with his receivers.
But with KC and Denver in a shambles, second place is possible in the AFC West.
Surprising stat: Thirty-two percent of the Raiders’ total points in 2008 came in the final three games.
Team strengths: McFadden, if Cable takes off the RB’s muzzle. After off-the-field problems in college, McFadden appears to have toed the line in the pros and is primed for a breakout season. Fargas gives the Raiders a good No. 2. Garcia is a legit backup QB if the Raiders sour on Russell.
Team Weakness: Something has to be done about the offensive line, which has no great players and zero depth. The Raiders will be keeping a close eye on the waiver wire. How long with they go before pulling the plug on Russell?

The big question for the Raiders will be how long do they stick with JaMarcas Russell at quarterback. I think Garcia will gets his shot in about week six or seven.
