Free agent defensive end Kevin Carter re- signed with the Tampa Bay on Tuesday, and returns to the Buccaneers for a second season. Terms of the deal were not disclosed. Carter, 34, was released by the club in February just before the free agency period officially opened. He had 73 tackles and three sacks for the Bucs in 2007 while starting 14 of 16 contests. He has played in all 208 games during his 13-year NFL career
