| WASHINGTON – Federal officials trying to write regulations to implement a congressional ban on Internet gambling say they're having trouble because of ambiguities in the law. The ban passed with little notice in 2006 when Senate Republicans attached it to a port security bill. Treasury Department and the Federal Reserve officials said at a hearing Wednesday that the law doesn't clearly define what constitutes illegal online gambling.
