why is it "Handicappers"?

Something that I have always wondered about but never really got around to knowing is why do they call it "handicappers?" I always hear the term but never knew why it is called that

The definition on Wikipedia seems pretty accurate to me. Wikipedia does have a lot of great information if you're ever looking for anything from definition to player stats to the history of a certain sport.
