I feel a little better knowing he is smoking the herb rather than the crack though maybe thats just me. I always tend to worry more about the crackheads out on the streets, the potheads just get hungry and go eat somewhere or take a nap.

Same here Mike, better he be walking down the street than driving a car and potentially killing somebody. Not really a big deal, and yes it was "blindingly obvious" that he was a smoker.
