I am not sure what schedule makers were thinking.
Tennessee
If they were being realistic the Titans brass could not have expected too much from this year’s team.

However, in their minds they probably would have never considered that this game would determine whether they finished ahead or behind the lowly Jaguars this season.
This team is lost and there is little hope at this particular moment.
They are playing out the string for sure and when you look at their current roster it is hard to imagine things getting much better.
It is too bad that rookie QB Zach Mettenberger got hurt because it would have been helpful to give him more time to see if he could be the answer at QB.

Now they have a real shot at one of the top QBs in the draft and since Mettenberger was just a third round pick his shot may have come and gone.
This team has struggled on offense all season and needs a major infusion of talent on that side of the ball.
It gets pretty ugly at times
Jacksonville
The Jags are about where you would have expected this season. Some might have forecasted that they should be the worst team in the league, even worse than Oakland, but they are not much better.
I suppose the best thing you can say about this team is that they seem to have adopted the mentality of their coach in that they are not a pushover.
It doesn’t change the fact that they are light on talent but at least they make you work for it as much as possible.
Jacksonville has their own rookie quarterback in Blake Bortles. He is probably this week with a bruised foot but you can bet he will be itching to get out there against a weak Tennessee defense.
In their first meeting he threw for a season high 336 yards against the Titans.
He does not have a great surrounding cast but you can see that he has potential and even though he is throwing more interceptions than you would like he is also completing better than 60% of his passes.

There is hope there.

These teams are terrible but I definitely think there is more going on in Jacksonville at the moment.

They should be able to sniff not finishing last and get the home victory. I am no sure I would bet on it but they are decent value here.
